25:50 - Superintendent's Report - The Board of Education meeting started with the superintendent's report. Dr. Dana Monogue thanked and congratulated the following certified staff members who will retire at the end of the 2024-2025 school year:

27:46 - Board Negotiations Committee Members
As the District begins the certified staff collective bargaining process, it is seeking 2-3 board members to join the committee responsible for negotiating base wages with the Middleton Education Association.
Since Bob Green, Marni Ginsberg, and Sheila Hibner are already on the Handbook Committee, the board sought their participation on this committee as well.
29:31 - Motion to Approve the Banking Services RFP Decision
Director of Finance and Operations Erin Wheeler reviewed the Banking Services RFP process for depository banking services from November 2024. These services are how schools and organizations keep their money safe through banks that provide insurance and other protections. After evaluating three responses and conducting interviews, the District recommends Ampersand, Inc. as its main depository for 2024-2029.
Ampersand will protect the District's savings and investments with insurance and offer a 0.17% rate on Certificates of Deposit (special savings accounts where money is set aside to earn higher interest). Lake Ridge Bank will continue managing everyday banking like deposits and payments, while American Deposit Management will keep overseeing the 2018 building project bonds.
48:50 - Approval of Capital Maintenance Projects for 2025-2026
The Board first reviewed the Long-Range Capital Maintenance Plan on January 27, 2025, and approved it at this meeting. The updated plan includes sustainability-focused projects as part of Phase I, supporting the District’s commitment to environmental responsibility and infrastructure improvements. Key updates include energy-efficient mechanical upgrades, roofing replacements, and site enhancements across multiple District facilities.
56:36 - Approval of Phase I Sustainability Project and Funding
Assistant Superintendent Jerrud Rossing presented three options for Phase 1 of the District’s sustainability plan. The Board of Education carefully reviewed and discussed these options before making a final decision.
MCPASD has been working to achieve 100% renewable energy by 2035. Since adopting a sustainability resolution in 2021, the District has developed a Renewable Energy Roadmap and conducted studies on potential energy-saving projects. In October 2024, the Board approved a study by McKinstry Essention, LLC to explore solar power, geothermal heating, and energy efficiency upgrades across District buildings.
The administration initially proposed full approval of Phase 1, which included solar installations at five schools, an electric bus charger, District-wide energy efficiency upgrades, and a geothermal retrofit at Sauk Trail Elementary. This plan would move the District 26% closer to its goal, cost $13.48 million, and have a payback period of about 12 years with incentives.
After discussion, the Board approved Option 1 but removed the geothermal retrofit at Sauk Trail Elementary. This means the District will move forward with:
Solar panel installations at Pope Farm Elementary, Elm Lawn Elementary, Middleton High School, Glacier Creek Middle School, and Sauk Trail Elementary.
An electric bus charger at the District’s Transportation Center.
District-wide energy efficiency upgrades, including retro-commissioning to improve building performance.
A second motion was introduced to approve the Sauk Trail geothermal retrofit as part of Phase 1, giving the Board the opportunity to decide whether to approve the project now. The motion failed with a 5-4 vote, meaning the geothermal project was not approved. The board would like to revisit the geothermal project in June.
Funding for the approved projects will come from a combination of long-term capital funds, federal incentives, and energy savings. The Board previously authorized borrowing for the plan, pending a 30-day petition period for community feedback. If no petitions are filed, the Board will finalize the borrowing for the project scope at an upcoming meeting.
