District officials made it a priority to keep the public informed about the challenges presented by increasing enrollment. The Board of Education decided in the summer of 2016 to convene a Facilities Planning Committee to consider possible options. The Board approved two referendum questions to appear on the November 2018 ballot in July.

The Middleton-Cross Plains Area School District will ask voters to approve two referendum questions on the Nov. 6 ballot to address critical issues in the District. If approved by voters, the solution will lead to:

  • Build a new elementary school adjacent to Pope Farm Conservancy
  • Renovate and expand Middleton High School; Clark Street Community School will be included in the new high school construction
  • Add a cafeteria and renovate Park Elementary School
  • Convert the current CSCS building into a 4K-early childhood site



The capital question to increase capacity and upgrade facilities is for $138.9 million. The operational question to exceed the current revenue limits is for $4.8 million.

If passed, the plan presented to voters in November will cost property owners approximately $1.99 per year for each thousand dollars of property value, meaning roughly $398 for a home with a $200,000 value. Nearly 3,400 people took the community survey in April and 66 percent supported a capital question of $130 million, while more than 55 percent supported a capital question of $160 million. Between 53-79 percent, depending on the sub-group, supported an operational referendum between $3-5 million to fund daily operations.

The Middleton-Cross Plains Area School District is one of the fastest growing districts in Wisconsin and the fastest growing one in Dane County over the past three years. MCPASD has grown by more than 750 K-12 students since November 2012, when voters approved expanding Glacier Creek Middle School and rebuilding and expanding Kromrey Middle School.

West Middleton Elementary, Clark Street Community and Middleton High School are over capacity. Six of the remaining seven District schools are at 92-98 percent capacity. The District is projected to be more than 1,100 students over capacity in four years and more than 2,200 students over capacity by 2027-28.
